Your character is taking residence in New Lancaster, the "capitol city" of the area in which you live. It's not quite a country, but it functions like one. There is little contact with the outside world, as the Fissure wiped out most of the satellites and telephone wires that kept the world connected, so for the most part this "country" must be self-sustaining and everyone must find their place within society for it to function.
Your character will fall into one of several categories:
Manifested: one with the mystical illness known as "the Fissure" which grants them special abilities. These abilities vary based on where the "infection" is contained, and it must be carefully maintained by a Doctor in order to keep it from spreading and killing the host.
According to the laws of the city, Manifested shall not inhabit New Lancaster without registering themselves at the capitol building, and they must carry their licenses with them at all times. In addition, abilities are not to be used in city limits -- meaning if you're going to have a fight or mess around with your powers, do it out of the sight of the law.
The Manifested are balanced in a very precarious situation; the energy in their body tends to build up, so they either need to see their Doctor regularly or find some way to expel it. Meaning the use of abilities is almost NECESSARY for them sometimes. This has led to a practice known as Purging, which is illegal and will be punished with death if it's discovered you're practicing it. It involves the attention of several Doctors and a few Normals to displace the energy into. All of it is forced into the Normal's body, and it kills them instantly.

Usually Doctors are partnered to just one, but they can also function as a general practitioner, which are not as effective at containment but anything's better than nothing. Doctors are immune to to the Fissure, which is what allows them to work closely with those afflicted.
According to law, Doctors will not practice without a license. These licenses must be renewed ever 12 months, and part of the renewal process includes Fissure screening. If there is any indication the Doctor has fallen ill, their license will be revoked.
Normal: Those not affected by the Fissure, and are not employed as Doctors. They are advised to stay out of Quarantine zones and the Institute (medical doctors are still a thing, but they don't work there) but other than that, they're free to roam the city as they please. Normals are probably the more socially powerful element in the city, as they have much fewer restrictions placed on them.
Social Worker: Manifested and Normals employed by the government to keep order and enforce the laws. This is the only time when a Manifested can legally use their powers in city limits, in exchange for shelter and state-sponsored treatment. Normals are rather well-armed and skilled to compensate for their lack of abilities, so it's generally best to keep out of their way if you can.
