I intend to expand this list as the RP progresses and new areas are "discovered", but for now, here's a set-in-stone list of places to know in the city.
Capitol Building - This is one of the few areas that remains intact, and the headquarters for both higher ranking Social Workers and the counsel. This is where Manifest are given their papers and permits to live within the city. Permits must be updated on a 6-month basis because of the progression of symptoms and the volitile and still largely not understood nature of the illness itself. Since money is no longer in use, usually you are required to either barter for a permit or you must submit to a period of hard labor.
The Institute - This is where Doctors trained by the government work. Depending on how much you are able to barter for, you will either be assigned a general practitioner who will at least keep you stable for long enough (these patients don't tend to have the longest lifespans) or you'll be given a private Doctor, who is assigned only to you until death.
Not everyone has the strength for hard labor or the ability to barter, or there are unfortunate circumstances where a Doctor cannot be matched to a Patient. In these instances, you must turn to underground sources. Which are very much illegal and could get you in a mess of trouble should the law catch wind of it.
The Department of Internal Security (DIS) - The Fissure event marked the end of the Great State period of Earth's history. The globalization movement, spurred on by the interconnectivity of information, financial, economic, and trade systems as well as decreasing levels of inter-state violence was facilitated by the technological developments that brought distant areas together: television, radio, internet, and satellite linkages.
When the Fissure broke out, these globalizing systems failed, causing a cascading failure of dependent systems. With the satellite system destroyed, international commerce failed; the destruction of the electronic finance system (bank accounts were largely digitized numbers in electronic servers rather than wealth in vaults) the population was thrown onto their own resources.
Where there were localized attempts to resist the slide into anarchy, on the whole the urban systems of the Western World shattered completely. Nations dissolved into localized city-states; political rulers who had promised solvency were killed and the mob ruled. The Night began; the age of Fissure was at hand.
In New Lancaster (it's previous name lost and destroyed), the remnants of the armed forces rallied around their barracks and bases. Their leaders established martial law, and immediately seized the local Center for Disease Control, shrewdly if cynically recognizing that anyone who controlled the treatment of Manifestation controlled the city. Huge areas of land surrounding the city were seized, and camps established to raise food. Borders were sealed against raiders and rovers of the waste. Slowly, the state stabilized, and political control was eased to civilian masters once more.
The Greater Defense Force of New Lancaster (GDF/NL) is comprised of three elements: the Department of External Defense, which monitors the borders of the New Lancaster region; the Department of Internal Security monitors threats within the city-state (acting as a paramilitary police force and counter-insurgency force), and the Institute, which jealously guards control of the Manifestation Containment therapy. The Institute is largely independent of the GDF/NL, but still administratively falls under their jurisdiction.
The Department of Internal Security, as noted, has several branches. The Constabulatory Force (ConFor) acts as a combined police and fire brigade; they often are first-responders and deal with minor breaches of law. due to the lowered levels of technology, the ConFor is usually not armed with firearms, but has access to some light infantry weaponry. The Paramilitary Force (ParFor) is the heavier force, trained in both special weapons and tactics (SWAT) and counterinsurgeny (COIN) tactics. They have access to some heavier weapons, but all must be jealously guarded due to the finite resources available -- there are no factories churing out new weapons and ammunition. The Inspector Corps (InsCorp, usually known by their nickname of Monitors) acts as both investigative agents and internal security operatives. A small branch, Manifestation Force (ManFor) deals with containment and seizure operations involving manifested individuals, and is the only section with a significant Manifested presence.
Other smaller branches exist, and these boundaries are somewhat elastic due to manning shortages (especially in ManFor operations, which draw heavily on InsCorp and ParFor augmentees). ManFor will also often work in conjunction with Department of Social Work agents, especially when confronting Manifested posessing high degrees of power.
Quarantine - an area of the city set aside for Manifested. It consists of several hotels and small apartments, depending on what you can barter for. These areas are regularly visited by general practitioners and the Social Workers. In fact, this tends to be the area of town where they're usually found, as there have been difficulties with the locals more than once.
Library - Whatever documents were saved from the damage done to the city by the revolts that broke out during the worst of the Fissure event are kept here, and is free to both Manifested and Normals to use, though the visiting hours vary between the groups. There isn't much in the way of useful material there, but there are old city plans that map out both the upper and lower levels of the city, as well as a few journals from the scientists that originally studied the Fissure event.
Outskirts - Generally, it's quite hard to get out or into New Lancaster unless you're affiliated with the government. There are several Social Worker outposts dotted around the city, to be certain of this. This is probably the most dangerous part of town, as this is where people are at their most desperate to break through the line.
